Strictly speaking,

 smoothing = blurring.

Except the latter comes with the image and is a certain type of noise. Smoothing is done by the analyst to to get rid of bumps, specs, etc, i.e., another kind of noise.

One can add blur by using Pixcavator's image processing tools.
